Refugee aid ‘unjustly’ distributed in Badakhshan

FAIZABAD (Pajhwok): The acting governor on Sunday said aid from UNHCR was unjustly distributed to refugee and displaced families in northeastern Badakhshan province.

Gul Mohammad Bidar told Pajhwok Afghan News the aid from UNHCR was being distributed without coordination with the governor’s house and the provincial council.

“We are not satisfied with the way the UNHCR aid is distributed, we will bring the violators to justice after our investigation,” he said.

If UNHCR was complicit in the corruptionm the issue would be then shared with the attorney general’s office, Bidar said.

Provincial council head Abdullah Naji Nazari also said UNHCR after repeated requests from displaced people in Badakhshan approved $200 in aid for each family.

He said the aid was distributed in cooperation with some individuals from outside the province in Faizabad, the provincial capital.

He said neither the governors’ house nor the provincial council was informed or asked for consultation in the aid's  distribution .

“UNHCR after receiving list of the affected people from the Refugees Department and the Office for the Coordination of Humanitarian Affairs (OCHA) three months ago, distributed the cash aid to 800 families and fled with the rest of the money,” he said.

Nazari, who alleged embezzlement in the aid distribution, said: “We would seriously follow the issue, I have several times demanded details about the issue from UNHCR.”

He said the misappropriated money was refugees right that should be given to them.

Khair Mohammad, a resident of Khastak Bala area of Juram district, said that hundreds of families living in areas under Taliban control faced serious problems in cold winter and were deprived of such aid.

He said poor people in their area had not yet received the aid and the money was distributed based on relations. Mohammad demanded investigation about the aid distribution.
